Proposal Upload File Size Limit: Get Your PDFs Under It

Every solicitation sets its own proposal upload file size limit, and a 300-page volume with photos and charts blows through it. Smol shrinks the PDFs, photos and video in your submission on your Mac, with a preset you choose and a size you check, and uploads nothing.
  • Shrink proposal volumes with a Tiny to Original PDF preset
  • Resize past-performance photos and re-encode them at quality you pick
  • Compress before the final read, and keep originals by default
  • Nothing leaves your Mac: no account, no upload, no server

A proposal upload file size limit is set by the solicitation and the portal, not by one federal rule, so the number you must beat is in your RFP instructions. When a volume is over it, you shrink the PDF, not the content. Below, the sourced limits and the Smol setting for each file in the package.

What is the proposal upload file size limit?

There is no single limit, because each agency, portal and solicitation sets its own. The instructions to offerors (Section L or the equivalent) and the portal’s own help pages state the number, and an email path adds your mail provider’s cap on top.

Limits and rules from each source, with date read
WhereWhat the page saysSource
Gmail, personal accounts25 MB; above it Gmail adds a Google Drive link instead of attaching the fileGoogle Mail help
Grants.gov attachment namesAsks for 50 or fewer characters; attachments that break the rule may cause the entire application to be rejectedGrants.gov errors
FAR 52.215-1 electronic proposalsA late electronic proposal can only be considered if it reached the Government’s initial point of entry by 5:00 p.m. one working day before the date set; the page gives no file-size figureacquisition.gov

What is the SAM.gov attachment size limit?

Check the notice itself: it and SAM.gov’s help articles on attachments are the authority, and this page prints no SAM.gov figure. The Federal Service Desk can answer when they are silent.

Contractors also hit limits that are not SAM.gov’s at all. Some solicitations tell you to respond by email, through an agency portal or through a Grants.gov-style package, each with its own cap and file-name rules. Treat the lowest cap on your path as the target, then check the compressed result against it.

Why is my RFP submission PDF so big?

Proposal PDFs grow from images, not words. A page of text is a few kilobytes, while a scanned certification or a full-bleed chart exported from a design tool can be megabytes. That is why a volume with 60 scanned pages can be larger than one with 300 text pages.

  • Scans and signed forms store each page as a picture, often at 300 PPI.
  • Charts and org charts exported from PowerPoint or InDesign carry images at print resolution; see why an InDesign export runs large.
  • Past-performance photos pasted straight from a phone are about 12 megapixels each.
  • Embedded fonts and duplicate logos add a little, and rarely decide the total.

Smol’s PDF presets cap the long edge of embedded images and re-encode them, so scans and chart-heavy files shrink. A PDF made by a text-only generator may barely change, and Smol keeps the original if the output would be bigger. Our guide to a PDF that is too big to upload has more cases, and the InDesign export post covers design-tool files.

How do I compress a proposal PDF on a Mac?

Drop the PDF into Smol, choose a preset, run it, and read the output size. Smol sets quality, not bytes, so it cannot promise a file lands under your cap. Start at Small and step up or down.

Scanned volumes

Smol does not run OCR. If you need a searchable scan, run OCR first with another tool and then compress; the scanned PDF guide shows that order.

A workflow for the final submission package

  1. Finish edits, then compress

Compress after the last text change and before any signing, so you do not rewrite a signed file.

  2. Drag the whole folder into Smol

PDFs, photos and video can go in one batch. Output is a copy with a _compressed suffix, and originals are untouched by default.

  3. Pick the preset or quality

Small for text and charts, Medium for scans, JPG quality 75 for photos.

  4. Read the per-file sizes

Find the largest output and add them up against the cap. Email adds about 37% encoding overhead, so for a 25 MB inbox aim lower; see the email guide.

  5. Open the output and check legibility

Zoom in on tables, small print and certifications. Rename to the portal’s file-name rules, such as 50 characters or fewer.

What is the email proposal size limit for government?

It depends on the sender’s and recipient’s mail systems, and the solicitation decides whether email is allowed at all. Gmail’s personal limit is 25 MB, and encoding adds about 37%, so a file near 25 MB will not fit.

Government mail gateways and your own company system may set lower limits, so ask the contracting officer. Split a package across messages only if the solicitation allows it, and use the agency’s file-transfer method for big sets. Related: getting a PDF under Gmail’s limit and batch compressing PDFs.

When Smol is the wrong tool

  • You need to redact, sign, merge, split or edit a PDF. Smol does none of these.
  • You need OCR or a searchable scan. Smol does not run OCR.
  • The portal demands pixel-identical drawings. Smol always re-encodes images and has no lossless mode.
  • You work on Windows or Linux. Smol runs on macOS 13 or later only.
  • The cap is a hard byte count. Smol sets quality and pixels, so you check the result.

For a team, Team is $49 once for three Macs and Enterprise is $20 a seat for 5 to 500. Presets live on one Mac, so write the settings down and recreate them on each. Buy at /buy; images are tested at /benchmark.

Frequently asked questions

What is the proposal upload file size limit on SAM.gov?

This page quotes no SAM.gov attachment figure. The notice and its attachment instructions set the rule, and the Federal Service Desk can answer when they do not. Treat the smallest cap on your submission path as the target, such as Gmail’s 25 MB if you email, and check your compressed file against it.

How big can an RFP submission PDF be?

It depends on the solicitation and portal, so read Section L or your instructions for the real number. Email adds Gmail’s 25 MB limit on personal accounts, and Grants.gov asks for attachment names of 50 characters or fewer. Then compress with a preset and check the output size against the cap.

How do I compress a proposal PDF without ruining it?

Start with Smol’s Small preset for text and charts or Medium for scans, run it on a copy, then zoom in on tables and fine print. Presets cap embedded image size and re-encode quality. If anything is unreadable, step up one preset. Originals stay untouched by default.

What is the email proposal size limit for government?

There is no single figure. Your own mail provider matters (Gmail allows 25 MB on personal accounts), and encoding adds about 37%, so aim lower. Agency gateways may be stricter and the solicitation may forbid email, so confirm the submission method with the contracting officer before sending.

Does Smol upload my proposal anywhere?

No. Smol runs on your Mac with no account, server or upload, which matters for pricing volumes and past-performance details. Whether a document may be handled a particular way is a question for your contracts or security team, not something the software decides.

Can Smol guarantee my file lands under the cap?

No. Smol sets quality and pixel size, not output bytes, so you read the size after each run and step the preset up or down. Some PDFs, such as text-only exports, barely shrink, and Smol keeps the original if the result would be larger.
